The Winona City Council passed a Social Host Ordinance for Winona Feb. 1, that will make home and apartment owners responsible for underage drinkers—even if the owners didn’t purchase the alcohol for them.

Possible city ordinance will allow only residents to park near campus
The Winona City Council is considering a new policy that requires anyone living within two blocks of the campus of Winona State University to pay $20 a year to park on the street.
Instead of buying parking passes, many students opt out of the yearly fee and park in surrounding neighborhoods and streets near campus.
